Steel OS 3 RTM

I've finished Steel OS 3. It took a lot of time and I wasn't very motivated, but it's done. Please note that you will need to reinstall and reset any settings as they do not carry over from Beta 2. Sadly, I had to cut a lot of the promised web content and programs, as I just don't think OS 3 would get done if I had them in here.

As for Steel OS 4 (aka Steel OS Mirai), assuming that version actually gets into development, I will not make any builds of Steel OS 4 publicly available HERE until a public preview can be developed. If I actually release OS 4 builds here, it'll be under the tag "_PreviewChannel-". Some development has been done on OS 4, as I now have an understanding of what backgrounds will be available (stock backgrounds is now 132 in OS 4 versus OS 3's 62, which is why I'm not sure if it'll be possible to distribute OS 4 here), and some slots for audio, images, and backgrounds will be added if you want to mod OS 4 (in fact, you can mod OS 3's backgrounds and music to fit your own taste, it's kinda hard but it's possible!)

For now, I've pulled all beta builds from public distribution. If I release previews of OS 4, it may be a long time until that happens. I've been stuck doing lots of school work, so I wanted to get this out the door before I completely forgot.
